The Research Foundation was a documentation and filing phase — a constitutional record and an intellectual-property estate built to define a floor of clinical AI safety. That phase is now complete, and the work moves from breadth to depth.

What the phase produced is real and dated: a published knowledge base, a filed patent family under national-security clearance, and two National Library legal deposits.
